<img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/17.0.2\/72x72\/1f44f.png\" alt=\"\ud83d\udc4f\" class=\"wp-smiley\" \/> <a href=\"https:\/\/t.co\/jTL52Aqhbi\">pic.twitter.com\/jTL52Aqhbi<\/a><\/p>\n<p>\u2014 Bitcoin Magazine (@BitcoinMagazine) <a href=\"https:\/\/x.com\/BitcoinMagazine\/status\/2107135616337236175?ref_src=twsrc%5Etfw\">October 5, 2026<\/a><\/p><\/blockquote>\n<\/div>\n<\/figure>\n<p class=\"wp-block-paragraph\">He added: \u201cThe Commission\u2019s announcement begins our process of new rulemakings grounded in the CEA\u2019s purpose and President Trump\u2019s directive to propose a federal crypto asset regulatory market structure using the CFTC\u2019s existing statutory authorities.\u201d<\/p>\n<p class=\"wp-block-paragraph\">If approved, the new rules would allow crypto exchanges offering the leveraged trades to register with the regulator.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The Clarity Act wants to formally divide oversight between regulators, distinguishing which digital assets are securities, commodities or stablecoins.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">But the bill stalled and stumbled this year as the banking lobby had issues with crypto companies paying customers stablecoin rewards and some lawmakers \u2014 mostly Democrats \u2014 were concerned about the ethics side of the legislation.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Regulators are drafting rules that the crypto industry has long called for regardless.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">CFTC Chair Selig, formerly chief counsel at the SEC\u2019s Crypto Task Force, last month <a href=\"https:\/\/bitcoinmagazine.com\/news\/cftc-is-preparing-for-onchain-markets\">said<\/a> that the regulator was preparing for the transition of markets moving \u201c24-7, on-chain.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The SEC \u2014 also run by a pro-crypto regulator \u2014 went ahead and in September <a href=\"https:\/\/bitcoinmagazine.com\/news\/clarity-act-fails-sec-pushes-tokenization\">approved<\/a> tokenized stocks trading.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">That came after it also <a href=\"https:\/\/bitcoinmagazine.com\/news\/sec-proposes-crypto-rules\">proposed<\/a> its own framework for crypto asset offerings in August, pressing ahead while the landmark legislation stalled.\u00a0\u00a0\u00a0<\/p>\n<p class=\"wp-block-paragraph\">U.S. President Donald Trump campaigned on a ticket to help the digital asset industry and since taking office has signed pro-crypto legislation and executive orders.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Trump in August urged lawmakers to get the Clarity Act over the line, calling the proposed legislation \u201cvery powerful.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The CFTC\u2019s preliminary rulemaking notice is open for public comment for 60 days after it\u2019s published in the Federal Register.
